Early Wisconsin schools were community based and locally controlled. Local churches or public buildings were used as the classroom. The community would hire a teacher, often an unwed woman who was often paid wages directly from the families rather from the community.

The first free public school in the state was opened in 1845 in what is now Kenosha. Article X of the Wisconsin Constitution, adopted in 1848, provided for free public district schools for all children between the ages of 4 and 20.

The state university was established by an act of the first Wisconsin Legislature in 1838.
